All\u00ED curs\u00F3 sus estudios primarios y secundarios, gradu\u00E1ndose en 1878 de la Universidad Deseret de Salt Lake City. Ejerci\u00F3 como profesor y posteriormente trabaj\u00F3 como editor asociado en el peri\u00F3dico \"Salt Lake Herald\". Fue miembro de la convenci\u00F3n estatal que elabor\u00F3 el marco legal del Estado de Utah en 1894. Al a\u00F1o siguiente se present\u00F3 a las elecciones por el Partido Dem\u00F3crata, pero fracas\u00F3 en su intento de llegar al Congreso. Miembro de la Iglesia de Jesucristo de los Santos de los \u00DAltimos D\u00EDas (mormones) en 1899 fue elegido representante dem\u00F3crata por Utah. Acusado de poligamia, Roberts fue destituido de su cargo el 25 de enero de 1900. Alejado de las pol\u00EDtica activa, durante la Primera Guerra Mundial se desempe\u00F1\u00F3 como capell\u00E1n del 140\u00BA regimiento de artiller\u00EDa.
